V15 ordinary engineering repair for the trusted-builder purpose contract.

Changes the behavioral signer purpose to AIOS_TRUSTED_RELEASE_BUILDER across the builder, hardening path, policy recipes, and contract tests. Preserves trust-domain and compatibility identifiers.

Validation: 34 Linux pytest tests passed; py_compile passed. No main, protected-ref, tag, baseline, candidate, or production mutation.

Required protected-main checks must run before merge.
