+The control-plane amendment was committed and pushed first as `8e80522191ad9e8e93d4d8ea1841b58450ea35bf` on `task/codex/v2r1-personal-weixin-foundation-takeover-20260715T183951UTC8`; it contains the required Retry1 authorization keys and only the amendment file.

+The Retry1 implementation worktree was created directly from the required bootstrap commit. Before implementation, two isolated RED checks were observed: recursive package discovery and the absent Portal bootstrap both failed against the base as expected.

+During the first implementation-patch application, Git staged `personal_weixin/models.py` at the worktree root rather than an authorized path. This is an exact-path gate failure.
