+## Scope
+
+This package is a dormant, shadow-only Candidate release. It does not authorize a production deployment, tag, baseline update, registry update, or a write to main.
+

+## Governed sequence
+
+1. Verify the Integration branch with the Candidate test suite and four-way Git reference closure.
+2. Obtain Owner approval for dormant review only.
+3. Merge only after a separate production release approval; this document does not grant that approval.
+4. Read the resulting main merge OID before building an artifact.
+5. Deploy only the dormant Candidate runtime after explicit production approval.
+6. Create a tag and update Registry or Baseline only under their separate governed approvals.
+
+## Evidence requirements
+
+The execution agent must retain task ID, commit OID, artifact and manifest digests, test evidence, rollback package reference, and approval receipt metadata. It must not include plaintext credentials or private keys.
+
+## Stop conditions
+
+Stop with NOT_EXECUTED if any approval, four-way reference closure, artifact verification, or deployment gate is absent. Do not infer production authorization from Candidate authorization.
