20260706 Codex Online Git Branch Sync

Change

Promoted the online GitOps configuration to V1R1C2 and enabled automatic synchronization of committed non-main API/Codex branches to the Gitea bare repository.

Reason

Codex writes must be visible through the online Git service, not only in the local workspace clone.

Guardrails

• main and master are skipped by API branch sync.
• Direct main writes remain forbidden by branch validation.
• Tags are synchronized only in the owner direct tag execution path.
• Tokens and LLM API keys remain outside Git.
