AIOS Governed Continuation f18c7f1b51 fix(tests): V2R2C3 test-suite import compatibility with active-runtime/app layout ...

V2R2C3 task_plane tests failed full-suite collection (6 errors) because they
referenced a source/active-runtime/app + sibling repo/ overlay layout that the
checked-out release source does not provide, and leaked a bare 'app'
sys.modules stub that poisoned subsequent tests. Align the three affected test
files to the actual active-runtime/app package root without changing any
product runtime code:

- tests/baseline_v1_1/test_claim_heartbeat.py: task_plane.* -> app.task_plane.*
- tests/task_plane/test_legacy_attachment.py: point _OVERLAY_APP/_REPO_APP at
  the real active-runtime/app instead of the absent source/ + repo/ layout
- tests/task_plane/test_legacy_attachment_reader_nonmutating.py: give the app /
  app.task_plane isolation stubs a real __path__ so they no longer clobber the
  top-level app namespace for sibling tests

Full-suite collection: 1857 tests collected, 0 errors (was 1768/6).
