Decision

The owner authorization and the byte-exact B4 control-plane amendment are present and valid. The amendment replaces the missing vendor client_id -> authoritative message_id mapping requirement by permanently disabling outbound quote authority. It does not create or waive B3 evidence.

The only discovered B3 packet is an unfilled request/template archive.
