1. Create versioned instruction file.
2. Target agent executes instruction.
3. Result is recorded with GitOps audit information.

## Naming

agent-instructions/<agent>/<instruction-name>-v<version>.md

## Rules

- GitOps managed only.
- Patch-first workflow.
- No secrets, tokens, passwords or credentials.
- Production changes require approval.
- Main branch changes require approval.
