Scope

Governed AIOS autonomy and branch-lifecycle recovery for the owner-authorized continuous-delivery task.

This PR is review-only and targets main; it does not merge, tag, alter V2R1C5 Baseline, or deploy production.

Included control-plane surface

append-only branch repair lease with exact-base and fast-forward guards;
governed localhost transport and isolated writer boundary;
existing autonomous task/release, notification/outbox, recurring-task, and reconciliation surfaces retained from the approved main lineage;
protected-branch review and CI evidence.

Required gates

verify Authority/Gitea main OID before review and before merge;
run branch-repair, governed-writer, autonomy/control-plane, privacy, manifest, and secret-scan suites;
reject main/tag/Baseline/force-push/production capabilities;
merge only through protected review, then reconcile Authority and Gitea by fast-forward.

V2R1C5 tag and production Baseline are frozen and out of scope.
