# AIOS Single-Owner Governance Prerequisites
This package is a dormant candidate produced under the PR #29 prerequisite
authorization. It validates exact-head Owner approvals and machine gates,
models protection-policy compare-and-swap with compensation, builds evidence,
and exercises every mutation path only against disposable fixtures.
It intentionally has no live activation entry point. Both systemd services are
static, refuse manual start, carry no credential, and keep all write and
activation flags false. A separate `SINGLE_OWNER_GOVERNANCE_ATOMIC_ACTIVATION`
approval is required before any live status publication or protection change.
